"Following wired at request of the China Association Hong Kong Branch.
Advise the Secretary of the Association London:-
In January, 1905, National Bank of China Limited advanced $200,000 to Fung Wa Chuen, Hong Kong British subject, against Coal stored at Canton, mortgage duly registered at Consulate February. In October 1905, Viceroy Canton forcibly seized Coal, stationing guard boat over 15, alleging it property Chau-tang Chan, formerly Minister designate to Belgium, then suddenly disgraced and property confiscated by Chinese Government. Bank willing to argue question of ownership before properly constituted Authority, but naturally protested through usual Channels against this high-handed proceeding, demanding restitution of coal pending possible enquiry, so far without result: urge Foreign Office to press matter.
